Most integrated circuits are so complicated there is no way to tell
how they will act on power-up. Most electrical engineers learn this if they use a 555
one-shot to make a reset circuit. In the old days, you had to build power-on or low-voltage resets out of discrete transistors so you could
predict the behavior. Thankfully companies like Maxim make entire product lines of reset chip that can do the same, albeit more expensively.
